Ermeni Emval-İ Metrukelerine Dair Alınan Kararlar Ve Ermeni Cemaati İle İlişkiler (1923-1938)

Abstract

Batılı devletler tarafından I. Dünya Savaşı sırasında ve savaş sonrası yapılan görüşmelerde gündeme getirilen Ermeni meselesi, Lozan'da siyasi ve hukuki bakımdan neticelendirilmiştir. Konunun, Ermenilerin baskı ve propagandası ve İngiliz Dışişleri Bakanı Lord Curzon'un desteği ile Lozan'da azınlık komisyonuna getirilmesine karşı Türkiye'nin kararlı tutumu, Batılı devletleri geri adım atmaya zorlamıştır. Bundan sonraki süreçte İkinci Dünya Savaşı'nda ileri sürülen iddialara kadar Ermeni Meselesi, Türkiye'nin gündeminde olmamıştır. Lozan'ın onaylanması ile Ermeni meselesi Türkiye için kapanmıştır. Fakat çözümlenmesi gereken problemler hala mevcuttu. Ermeniler tarafından kaçırılan kişilerin kurtarılması, katledilenlerin ailelerinin maddi ve manevi yardımlarla desteklenmesi Türkiye'nin öncelikleri arasında yer alıyordu. Ayrıca Ermenilerden kalma emval-i metrukelerin bir kısmı da Ermeni zulmüne uğrayanların ailelerine temlik edilmiştir. Öte yandan bu dönemde Ermeni Cemaati ile devlet arasındaki resmi ilişkilerde gerginliklere yer verilmemiştir. Atatürk ve Türkiye lehinde Ermeni kiliselerinde konuşmalar yapılmış, resmi bayramlarda Ermeni Cemaati tarafından tebrik telgrafları yayınlanmıştır. Başbakanlık Cumhuriyet Arşivi ve TBMM Arşivi temel alınarak hazırlanan bu çalışmada, Atatürk döneminde Türkiye'de Ermenilerin faaliyetleri ve buna yönelik devletin izlediği politikanın sonuçlarının ortaya konulması amaçlanmıştır

The Armenian Issue that was raised to the agenda during the World War I and negotiations carried out after the war by the Western states was concluded politically and legally with the Lausanne. Despite the coming of the issue to the Lausanne minority commission as a result of the pressures and propagandas of Armenians and the support of British Foreign Minister Lord Curzon, Turkey forced the Western states to take backward steps with its decisive stance. In the succeeding period, Armenian Issue had never been on the agenda of Turkey until the groundless allegations asserted during the World War II. With the approval of the Lausanne, the problem was over for Turkey. Yet, there were still problems inherited from the past and needed to be solved. Saving the people smuggled by the Armenians and giving material and nonmaterial support to the families of the people killed were among the priorities of Turkey. Besides, some of the Armenian abandoned goods were transferred to the families of the people suffered from Armenian atrocities. On the other hand, there weren't any tensions in the official relations between the Armenian Community and state in this era. Speeches in favour of Ataturk and Turkey were made in Armenian churches and greeting telegraphs were sent by Armenian Community during national holidays. This study, aiming to examine the Armenian activities in Turkey and the results of the state policies in line with these activities during Atatürk era, is basing on the Prime Ministry Republic Archive and Turkish Grand National Assembly Archive
