Rize’de Kurulan Belediye Teşkilatlarının Tarih-çesine Genel Bir Bakış
Abstract
Çalışma, Rize’de kurulan belediye teşkilatlarını konu al-maktadır. Rize’de üçü Osmanlı döneminde, on sekizi Cumhu-riyet döneminde olmak üzere toplam yirmi bir belediye teşkila-tı kurulmuştur. 1580 Sayılı Kanun’a göre belediye kurulabilme-si için yeterli nüfus şartını sağlamayan üç merkezde belediye teşkilatı ancak bu merkezler ilçe olduktan sonra kurulabilmiştir. Merkeze yakın köylerin katılımıyla pek çok ilçe ve belde de zamanla belediye sınırları genişlemiştir. Daha sonra nüfusu iki binin altına düşen Gündoğdu, Güneyce ve Yolbaşı belediyeleri kapanmıştır. Günümüzde vilayette biri il, on biri ilçe ve altısı belde belediyesi olmak üzere toplam on sekiz belediye teşkilatı faal olarak bulunmaktadır. Birinci ve ikinci el kaynaklardan ya-rarlanılarak hazırlanan bu çalışmada; Rize’de ki belediye teşki-latlarının kuruluş süreçleri ve kuruluş tarihleri ile ilgili eksiklik-lerin giderilmesi ve hatalı bilgilerin düzeltilmesi amaçlanmıştır. The present study covers municipal organizations es-tablished in Rize. A total of twenty municipalities were estab-lished in Rize. Three of them were established in the Ottoman period and the rest were established in the Republican period. Municipal organization in three centers which could not provi-de sufficient population for the establishment of municipality according to the Law No. 1580 was established only after these centers became districts. With the involvement of the villages close to the center, municipal borders of many districts and towns expanded over time. Gündoğdu, Güneyce and Yolbaşı municipalities whose population had fallen below two thou-sand were closed down. Today, there are a total of 18 active municipal organizations. One of them is a province municipa-lity, eleven of them are district municipalities, and the rest are town municipalities. In this study, which was prepared by using primary and secondary sources, it is aimed to eliminate deficiencies related to establishment processes and establish-ment dates of municipal organizations in Rize and to correct er-roneous information.
