Laws ensuring equal access to rights for individuals with disabilities are a crucial component of social policy. While central governments are responsible for policy formulation, local governments, particularly municipalities, play a key role in implementing these policies effectively. By creating more accessible physical and social environments, municipalities contribute significantly to improving the quality of life for individuals with disabilities. Within the framework of "social municipalism," they develop and enforce inclusive policies that promote social integration. This study examines the role and effectiveness of municipalities in Turkey in developing and implementing social policies for individuals with disabilities. It explores the challenges they encounter in this process and the strategies they employ to overcome them. Through a comprehensive analysis, the study assesses municipalities' contributions, the difficulties they face, and potential solutions to enhance the inclusion of individuals with disabilities in society.
