19. Yüzyılda Osmanlı'da Propaganda ve Protesto Kültürü: "Teşviş-i Ezhân ve Fesadâmiz Müdhiş" Yaftalar

Abstract

Onsekizinci ve ondokuzuncu yüzyıllarda protesto ve propaganda amacıyla cadde ve sokaklara asılan yazılı kâğıtlara yafta, çeşitli malzemelere sarılarak bırakılanlarına ise kundak denilmekteydi. Önemli bilgiler ihtiva eden bu malzemeler, her kesimden sosyal zümrelerin kullandıkları propaganda araçları olmaları açısından paha biçilmez kaynaklardır. Bu incelemede, yafta ve beyannamelerin tarihsel gelişimi, amaçları, kullanım alanları, içerikleri ve devletin bunlara karşı geliştirdiği güvenlik politikası ana hatlarıyla incelenmeye çalışılmıştır. Bu çerçevede, örgütlü ve örgütsüz muhalif kesimlerin yaftayı kendi çıkarları için nasıl kullandıkları üzerinde durulmuştur. Ayrıca yaftanın devlet ve toplum üzerindeki siyasî ve sosyal etkileri de ele alınmıştır. Resmî kurumların askerî ve siyasî amaçlı propaganda çalışmaları ise bu araştırmanın dışında tutulmuştur.

In the eighteenth and nineteenth centuries, the posters put up in the streets for protest and propaganda were called yafta and those wrapped around other objects were called kundaq. These posters are invaluable sources as they contain important information and were used by all segments of the society as a tool for propaganda. This study intends to analyse the historical development of yafta and beyanname (manifesto), their purposes, uses, contents and the precautions taken by the state against their use. Within this framework, the main emphasis is on how organized and unorganized opposition used yaftas to their advantage. The article also discusses the political and social influence of yaftas on the state and the society. The military and political propaganda practices of governmental institutions are not within the scope of this study.
