Akp’li Yıllarda Türkiye Ekonomisi: Coşku, Durgunluk Ve Tasfiye Eğilimleriyle Salınım

Abstract

Siyasi açıdan yeni bir dönemin başlangıcı olan AKP iktidarı esasında 1990'lı yıllardan itibaren yoğunlaşan iktisadi kriz koşullarının bir ürünüdür. AKP'nin iktisadi politikaları genel anlamda küresel kapitalizmin ana hattını oluşturduğu neoliberal politikaların bir uzantısı olsa da hem önceki döneme göre bir takım önemli dönüşümler içermekte hem de kendi içerisinde farklı alt dönemlere karşılık gelmektedir. Bu çalışmada öncelikle ekonominin makroekonomik genel dengesi üzerinden AKP döneminin önceki dönemden nasıl farklılaştığını ele alarak Türkiye'de son on beş yılda artan özel sektör ve hanehalkı borçlanmasına dikkat çekiyoruz. Ardından AKP'nin iktidarda olduğu dönemin coşku, durgunluk ve tasfiye eğilimleriyle nasıl şekillendiğini sektörel bir analiz üzerinden değerlendirmekteyiz. Geçtiğimiz on beş yılda finansla kurduğu işbirliği neticesinde inşaat sektörü iktisadi büyümenin ve rant birikiminin temel kaynağı olurken, imalat sanayi durgunlaşmış, emekçi halkların temel geçim kaynağı olan tarım sektörü ise neoliberal politikalar eşliğinde adeta tasfiye edilmiştir. İktisadi alanda yaşanan bu dönüşüm elbette karşılığını toplumsal sınıf yapısında ve gelir dağılımında bulmuştur. Tüm bu süreçte toplum giderek bir yanda varsıllaşan bir kapitalist sınıfa karşılık diğer yanda yoksullaşan emekçi sınıfl ar üzerinden kutuplaşmıştır

Representing a new era in political terms, JDP is indeed a product of economic crisis conditions, deepening from 1990s onwards. Even though the economic policies of JDP have been continuation of neoliberal policies imposed upon by global capitalism, they still correspond to some important transformations and exhibit diff erent sub-periods. In this study, we analyse how JDP period diff ers from previous eras by investigating macroeconomic general equilibrium of the Turkish economy and hence draw attention to the increasing debt of private sector. Followingly we put forward how under JDP rule the economy has been characterised by glow, stagnation and destruction tendencies by giving a sectoral analysis. Over the last fifteen years while the construction sector has become a main source of economic growth and rent accumulation thanks to its cooperation with finance, the manufacturing sector has stagnated. Along the way the agricultural sector which is the means of livelihood for labourers has simply destructed with neoliberal policies. The transformation in the economic realm has obviously found its refl ection in the changing social structure and income distribution. In the whole process, the society has been polarised into two groups- a capitalist class becoming richer and labouring classes becoming even poorer
