Serbest ticaret anlaşmalarının Türkiye'nin dış ticaretine etkileri: Çekim modeli ile bir inceleme

Abstract

Serbest Ticaret Anlaşmaları (STA), ekonomik entegrasyon hareketlerinin ilk adımlarından biri olarak görülmektedir. Türkiye, 1996 yılında gümrük birliğine katılarak Avrupa Birliği'nin ortak gümrük tarifelerini kabul etmiş ve ortak ticaret politikalarını da benimsemiş bulunmaktadır. Bu durum sonucunda Türkiye, AB'nin yapmış olduğu STA'lar karşısında dezavantajlı bir konumda yer almaktadır. Ortaya çıkan bu olumsuz durumu bertaraf edebilmek için Türkiye de AB'nin STA yaptığı ülkeler ile STA yapma yoluna gitmektedir. Bu çalışmada Türkiye'nin yapmış olduğu STA'ların dış ticaret üzerine etkileri araştırılmıştır. Bu amaçla ilk olarak STA'ların toplam ihracat ve ithalat üzerine olan etkileri daha sonra ise ürün grupları bazında ihracat ve ithalat üzerindeki etkileri incelenmiştir. 1991-2019 dönemi için Türkiye'nin STA yapmış olduğu ülkeler içinde ticarette payı en fazla olan 12 ülke çalışmaya dahil edilmiştir. Çalışmada uluslararası ticari akımları açıklamak üzere kullanılan yöntemlerden biri olan mekim Modeli kullanılmıştır. Elde edilen sonuçlar STA'ların hem genel dış ticaret hem de ürün grupları bazında ele alınan ticaret üzerinde anlamlı bir etkiye sahip olduğunu göstermiştir. Diğer taraftan ülkeler arasındaki uzaklığın ticareti azaltıcı bir faktör olarak yer aldığı belirlenmiştir. Ayrıca tahmin edilen modeller sonucunda Türkiye'nin bu ülkelerle olan ticaretinde çekim modelinin geçerli olduğu ortaya konmuştur.

Free Trade Agreements (FTAs) are seen as one of the first steps of economic integration movements. By joining the customs union in 1996, Turkey accepted the common customs tariffs of the European Union and adopted the common trade policies. As a result of this situation, Turkey has been in a disadvantageous position against the FTAs made by the EU. In order to eliminate this negative situation that has arisen, Turkey has made FTAs with the countries with which the EU has made FTAs. In this study, the effects of FTAs made by Turkey on foreign trade were investigated. For this purpose, firstly, the effects of FTAs on total exports and imports, and then their effects on exports and imports on the basis of product groups were examined. 12 countries with the highest share in trade among the countries with which Turkey made FTAs in the period of 1991-2019 were included in the study. In the study, gravity model, which is one of the methods used to explain international trade flows, was used. The results showed that FTAs have a significant effect on both general foreign trade and trade handled on the basis of product groups. On the other hand, it was determined that the distance between countries is a factor reducing trade. In addition, as a result of the estimated models, it was revealed that the gravity model is valid in Turkey's trade with these countries.
